Meeting Reform Objectives

Getting governance right is fundamental for reforms which are intended to improve health outcomes, equity and efficiency. State and Federal Governments – with key stakeholders, will need to look at what is to be achieved, and what has been shown to work and why, to create a blueprint for effective health system governance.

The establishment of the National Health and Hospitals Network includes significant changes to the basic structures of the health system. It will ensure they are:

  • Responsive to the needs of local communities,
  • Adhering to higher standards of safety and quality and
  • Delivering transparency in funding arrangements.

The new National Health and Hospitals Network will be funded nationally and delivered locally with governance and management of local health and hospital services devolved to the local level. These new funding and governance arrangements aim to ensure the Network is sustainable and provides efficient and safe health services.

Under this agreement, federal government will work closely with states and territories to ensure that Local Hospital Networks and PHCOs are aligned to maximise support and coordination for patients as they move through different care types.

The challenge is to ensure that governance structures are designed to effectively engage and operate with all stakeholders, at a local level through to state and federal government.

The questions proposed by reform and examined at this workshop are:

  • How will effective links between PHCOs and LHNs be maintained?
  • The role of population based planning – how it will be implemented
  • Delivering at a local level – how can we move towards a more top up approach?
